Born in 1949. Graduated from Kazakhstan State Institute of Physical Culture, The Al-Farabi Kazakh State National University. PhD in Education.Started his professional career at the Kirov Kazakh State University and worked there for 12 years. Later between 1985 and 1991 held positions of Deputy Chairman and Chairman of Kazakh Nationwide All-Union Voluntary Sports Association “Trudovye Rezervy” (Labor Reserves). Worked as president of Inturist-Kazakhstan national company and president of state-run Yassaui JSC.

Served as Minister for Youth Issues, Tourism and Sports, Akim (Mayor) of Astana city – Member of Government of the Republic of Kazakhstan. In recent years – Head of Presidential Affairs Department.

Since March 2006 – Minister of Tourism and Sports of the Republic of Kazakhstan.
