Born in 1955 in Alga (Aktobe Oblast). Graduated from Aktobe State Medial Institute. Doctor of Medical Sciences, Professor. Winner the State Award of Kazakhstan, Member of the Academy of Medical Sciences.Worked as a physician later as deputy head physician of Alga regional hospital. Took postgraduate clinical studies in Moscow, was involved in scientific work during 1991-1998 at Syzganov National Scientific Center for Clinical and Experimental Surgery, headed Aktobe State Medial Academy. Served as Chairman of the Agency for Healthcare Affairs, Minister of Healthcare, Deputy of the Mazhilis (Lower Chamber) of the Parliament, Chairman of the Committee for Social and Cultural Development.Since November 2008 – Minister of Healthcare of the Republic of Kazakhstan.
