Orsaryev Aryn A. was born on 20th of June, 1976 in Almaty.
He graduated with distinction from the Department of International Relations of Kazakh National University named after Al-Farabi in 1998.
October, 1998 - January, 2000 - he studied on the International Program of the President of the RK Bolashak for Master Degree in political science, branch of study Diplomacy and Strategy of Sorbonne University (France).
From February, 2000 he was a lecturer at the Diplomatic Academy of the Ministry of Foreign Affairs (MFA) of the RK .
From April to November 2000 he worked as the second Secretary of the MFA of the RK .

From November 2000 he worked in the Administration of the President of the RK as a senior expert of the Security Council Analytical Center.
In March 2002 he was transferred to the position of a senior expert in Security Council Secretariat in the Administration of the President of the RK.
In September 2002 he was a senior expert in the Home Policy Department of the Administration of the President of the RK.
In April 2004 he was appointed as a chief expert of Information-Analytical Center of the Home Policy Office in the Administration of the President of the RK.
In September 2004 he was appointed as a sector manager of Information-Analytical Center of the Home Policy Office in the Administration of the President of the RK.
From February 2005 he was appointed as a Director of the Home Policy Department of Astana city.
Orsaryev Aryn A. worked as a Director of Analysis and Strategic Planning Department of the Ministry of Culture and Information of the RK.
From January 2008 to August 2009 he was an acting Chairman of the Agency for Civil Service Affairs of the RK.
