Magzhan Iliasov was born on August 26, 1974 in the city of Almaty.
In 1996 he graduated magna cum laude from the International Relations Faculty of the Kazakh State University of World Languages. In 1994-1995 he studied in the United States of America. After graduation from KazSUWL, from 1996 until 1999 Mr Iliasov served as referent, attaché at the Central Agency for international organizations and international economic relations, third, first secretary at the Agency for relations with the UNO and international economic organizations in the central body of the Foreign Affairs Ministry of the Republic of Kazakhstan.
Since 1999 he worked in the Administration of the President of the Republic of Kazakhstan.
In February 2007, Magzhan Iliasov was appointed Head of the Center for Foreign Policy of the Administration of the President of the Republic of Kazakhstan.
Magzhan Iliasov has the diplomatic rank of first class first secretary.
He fluently speaks English and German.
He was been awarded the "Eren Enbegi Ushin" medal and "The 10th anniversary of Independence of the Republic of Kazakhstan" jubilee medal.
Mister Magzhan Iliasov is married with two sons.
